Combine flour, baking powder, salt, and oil in a mixing boil. Add water and mix until well blended. Turn out on a floured board and knead 3-5 minutes until soft and no longer sticky. Cover dough and allow it to rest for thirty minutes up to two hours. (Very important) Roll dough into balls about 1 ½ inches in diameter. Return balls to mixing bowl and cover with a damp cloth. On a floured board, roll out one ball with a rolling pin into a circle about 6 inches in diameter and ¼ inch thick. Cook on a hot ungreased griddle or cast iron skillet until lightly browned on both sides. Continue until all the dough is used. As the tortillas are done place in a tortilla keeper, or a cloth-lined basket or bowl, and cover to keep warm and moist.
